This is Label Tie. It is quite hard to find this thing in KL. Normaly use for cable tagging. I just found it somewhere in Bangsar. Okie, if you go to Bangsar...opposite to Bangsar Village (open air parking area)...across the road...you can see a hardware shop. There you can buy this Label Tie.
